PROBLEM TO BE SOLVED: To solve a problem such that access control to files is difficult. SOLUTION: An access condition acquisition part 24 obtains an object or condition to set an access authority from an administrator of a document file. An analysis part 22 analyzes a structure of the file using a morphological analysis, layout analysis, syntactic analysis or the like, and then transfers the original document to a XML format document file. An access authority writing part 26 records a tag showing the access condition in the object needed to be set the access authority, and then stores it in a file storage part 42.
