PROBLEM TO BE SOLVED: To provide an elector device and a tunnel excavator enabling automation of serial work from holding of a segment to removal of a hanging metal fitting after assembly of the segment for reduction in a load of a worker and a construction time for lowering a construction cost. SOLUTION: An elector device 18 assembling the segments S into a ring form on the inside wall face of an existing tunnel is provided with a rotational ring 19 supported by a supporting wall 16 and a supporting cylinder 17 rotationally along the tunnel circumference direction, a lifting/lowering arm 20 supported by the rotational ring 19 movably along the tunnel radial direction, and a holding grip 21 attached to the lifting/lowering arm 20 and capable of holding the segment S via the hanging metal fitting W. The holding grip 21 is provided with a hydraulic jack 60, by which a hanging pin 62 is attached/ detached to/from the hanging metal fitting W, and a rotating device constructed of a rotary motor 54 capable of turning the hanging metal fitting W, to which the hanging pin 62 is attached by means of the hydraulic jack 60, a driving pinion 55, a ring gear 56, and a key 57 and the like arranged between the ring gear 56 and a rotary shaft 52.
