PURPOSE: A method and apparatus for controlling a vehicle using an IC(Integrated Circuit) card is provided to use the IC card as a certification key for controlling the power supplied to a start motor of the vehicle, thereby preventing robbery of the vehicle. CONSTITUTION: An apparatus for controlling a vehicle using an IC(Integrated Circuit) card includes a case including an insertion into which the IC card is inserted, an IC recognition device(20) for detecting information in the IC card and a recorder for the information on the IC card, a communication device(30) with police, a storage(40) for storing the information about the vehicle, a controller(50), and a power supply(60). The controller is composed of a main controller(51) having a CPU, a starting controller(52) for controlling the supply of the starting power supplied to the starting motor according to control signals, and a communication controller(53) for controlling the transmission and receipt operations of the communication device according to the control signals.
