PURPOSE: A hazard lamp, a blinking apparatus of a safety mark and a manufacturing method thereof are provided to cut down expenses by using semipermanently with self-generation without additional power, and to flicker the light by using wind with installing the apparatus in the median strip of a highway. CONSTITUTION: A rotating shaft(16) and a disk type permanent magnet(13) are fixed in a cylindrical case(19), and an impeller(17) is fastened in the rotating shaft. A blinking unit(15) is turned on by generating power with rotating the disk type permanent magnet between the North Pole generating coil and the South Pole generating coil in rotating the impeller according to wind. A forward diode(11) and a reverse diode(18) are connected in parallel, and turned on by generating current in alternating magnetic polarity of induced current. Accidents are prevented by lighting the light emitting diodes with installing the blinking apparatus in the road or the vehicle.
