In order to provide a developing device and a process cartridge that are capable of preventing leakage of developer at low cost, for example, a developing device comprises: a container, having an opening, for containing a developer; a developer carrying member, rotatably disposed in the opening, for carrying developer; and a developer collecting member mounted to the opening of the container so as to be kept out of contact with the developer carrying member.
