PROBLEM TO BE SOLVED: To provide a polyol composition for rigid polyurethane foam using an HFC foaming agent having a boiling point of not more than 0°C in HFC-134a, etc., wherein stability as a system original liquid is good, density at foam is stable, an adhesive property to a member is excellent, and pressure at 35°C does not exceed 0.2 MPa. SOLUTION: The polyol composition comprises polyol compounds consisting of a polyol compound (A) containing a tertiary amino group having 3-6 average functional groups and polyol compound (B) containing a tertiary amino group having 2-4 average functional groups, and a foaming agent containing water and HFC having a boiling point of not more than 0°C.
