PROBLEM TO BE SOLVED: To save the production cost of a polarized electrode and improve the durability of an electric double-layer capacitor produced by using the polarized electrode produced by the method. SOLUTION: A kneading method is used for kneading raw material powders and is carried out by rotating a rotary body of a high speed fluidizing and mixing apparatus at a speed not lower than 10 m/s and not higher than 200 m/s as the tip end speed.
