PROBLEM TO BE SOLVED: To provide a cosmetic raw material having excellent formulation stability for cosmetics and capable of imparting a good feeling of use and surface protective properties to the cosmetics, the cosmetic comprising the cosmetic raw material formulated therein and having excellent adhesion to the hair or skin, and a method for producing the cosmetics. SOLUTION: The cosmetic raw material consists essentially of a vinylic polymer having a carbosiloxane dendrimer structure and fluorinated organic groups. The cosmetic is obtained by formulating the cosmetic raw material. The method for producing the cosmetic comprises mixing the cosmetic raw material with other cosmetic raw materials.
