<P>PROBLEM TO BE SOLVED: To provide a composition which serves as a barrier against a scratch on a skin and administers an active ingredient to the skin. <P>SOLUTION: This provided composition includes a film-forming polymer, a low-boiling solvent, a high-boiling solvent, and the active ingredient of at least one kind.
