PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical fiber preform for efficiently manufacturing an excellent optical fiber preform and a burner apparatus for manufacturing the optical fiber preform using the same. SOLUTION: In the formation of optical fiber porous preform by synthesizing glass fine particles in oxyhydrogen flame jetted from a burner 10 for glass synthesis and depositing the glass fine particles on the outer circumferential part of a starting member in the diameter direction, the relation between the velocity (vm) (m/sec) of a gaseous glass raw material or the gaseous mixture of the gaseous glass raw material with an addition gas and the velocity (vs) (m/sec) of an inert gas is controlled to be -0.06 vm+1.4≤vs≤-0.02 vm+1.8 and (vs)≥0.40 and the relation between the flow rate Vm (l/min) of the gaseous raw material jetted from the burner 10 for glass synthesis and the flow rate Vs (l/min) of the inert gas is controlled to be Vs/Vm≤0.2.
