PROBLEM TO BE SOLVED: To provide a device for continuously rolling a seamless steel tube for manufacturing products excellent in quality in high yield without lowering productivity when hot-rolling the products. SOLUTION: In a manufacturing device for seamless steel tubes which is provided with: an elongator for hot manufacturing a pierced cast billet into a tube having a tentative dimension; a reheating furnace for again heating the obtained steel tube; a stretch-reducer for drawing a steel tube extracted from the reheating furnace at 600-850°C; and conveying means of the steel tube for linking between the elongator and the reheating furnace and between the reheating furnace and the stretch-reducer, a cooling bed having variable cooling capacity is provided on the conveyance route between the elongator and the reheating furnace and a soaking pit for soaking the cooled steel tube and a joining device for joining the rear end of a soaked preceding steel tube to the tip of the succeeding steel tube are provided on the downstream side of the cooling bed.
