PURPOSE: A method for deciding a target recording signal characteristic of an optical disk and a method for recording data are provided to improve the quality of recording data by deciding the optimum target recording signal characteristic regardless of a production environment of an optical disk manufacturing company. CONSTITUTION: A microcomputer discriminates a manufacturing company from an ATIP(Absolute Time In Pre-groove) information frame of a lead in area on an optical disk(S100). The microcomputer executes test data recording to a test area of a PCA(Power Calibration Area)(S110). The microcomputer measures a beta value and a jitter value of each recorded ATIP block(S120). The microcomputer selects beta values approximate to a plurality of target beta values stored in a ROM(S130). The microcomputer selects the target beta corresponding to the minimum jitter value as the optimum target beta(S140). The microcomputer selects a recording power corresponding to the selected optimum target beta as the optimum recording power(S150). The microcomputer sets up the optimum target beta as a target beta and the optimum recording power as a recording power to record data in the optical disk(S160).
