PROBLEM TO BE SOLVED: To realize high speed comprehension accuracy while making compatible a function for uniquely determining the speech comprehension result in the end of an arbitrary speech block and a syntax analysis and semantic comprehension processing function spread over speaking blocks even when the accuracy of speech recognition is low.

SOLUTION: A plurality of speech comprehension contexts corresponding to a plurality of language description streams with scores are prepared, the score of the speech comprehension context is determined by adding a score accompanying the language description stream, a score corresponding to a syntax rule and a score corresponding to a semantic comprehension rule, and it is judged whether or not the number of the speech comprehension contexts exceeds a fixed number. When that number exceeds the fixed number, the candidates of the speech comprehension contexts with low scores are excluded and the speech comprehension context of the highest score is outputted.
