PROBLEM TO BE SOLVED: To solve a problem of a conventional disk playing-back apparatus that cannot have reproduced other program having been already recorded or record a new program during dubbing in the case of bit rate conversion or dubbing data in a hard disk into a DVD-R. SOLUTION: A high-speed decoder and a high-speed encoder are added to the disk recording and playing-back apparatus to attain recording or reproducing of other program while making high-speed dubbing. For example, since the disk recording and playing-back apparatus mounting a hard disk and a DVD-R drive can record a new program on the hard disk while making high-speed dubbing of the contents of the hard disk to the DVD-R disk or can reproduce the contents of the hard disk, this invention is very useful. Further, a tuner and an analog/digital converter are added to the disk recording and playing-back apparatus to easily add a 2-program simultaneous video recording function to the disk recording playing-back apparatus.
