A reference and processing part 40 for parts placed in a multiplicity of spots creates information on spots to place parts and the production line corresponding to the parts placed in a multiplicity of spots and stores it in a file 42 of parts targeted for the calculation of the ratio to be placed in each spot. A ratio calculation processing part 44 for parts placed in a multiplicity of spots calculates the ratio to deliver to each spot based on the plan of use of parts and the information on the parts placed in a multiplicity of spots.
