<p><P>PROBLEM TO BE SOLVED: To automatically and efficiently perform, using a computer system, the process of transferring operations and the process of dealing with sudden orders made on the day, the processes being required according to the progress of operations of the day and traffic congestion along a road, etc. <P>SOLUTION: When operation issues allocated to a certain operation group are all complete, the actual operation start time of each operation issue is referenced, and an unstarted operation issue or issues determined to be the closest to a predetermined reference from a location where the operation group completing all the issues has completed its final operation are extracted from unstarted operation issues allocated to other operation groups except the operation group completing all the issues.
