PROBLEM TO BE SOLVED: To reduce the number of picture blocks to be simultaneously read from a memory. SOLUTION: Picture data are divided into picture blocks whose vertexes are not matched with the vertex of at least one picture block among a plurality of adjacent picture blocks, and stored in a memory by the picture block units. The columnar borderline of the picture blocks deviates from the columnar borderline of the data blocks in the adjacent lines, and when the length of the linear borderline of the picture blocks is defined as (a), the linear length of a processing block to be processed is defined as b, and the deviation value of the picture blocks is defined as c, a formula; b≤c≤a-b is satisfied.
