<P>PROBLEM TO BE SOLVED: To support a highly precise and efficient plant operation, which unifies each function decentralized in each plant. <P>SOLUTION: A cogeneration-plant operation support system, which has a cogeneration plant 1-1 and a central operation-monitor center 2, is put into practice. The cogeneration plant 1-1 is connected with a network 4, has a fuel cell 14 that generates heat and electric power, and a measurement instruments 6, and outputs plant data that the measurement instruments 6 has measured. The central operation-monitor center 2 is connected with the network 4, performs abnormality diagnosis of the cogeneration plant 1-1 based on the plant data, and commands the operation for coping with the abnormality.
