PROBLEM TO BE SOLVED: To realize a communication system which has higher stability with an inexpensive means by eliminating noises emitted from household electrical appliances and devices, with respect to the system, using an electric lamp line communication having a domestic electric lamp line as the transmission medium as a communication means. SOLUTION: The details of a communication frame between other appliances received by a receiving means 4 are analyzed by an analyzing means 5, and a control means 6 controls the operations of a device 2. Also, when a deciding means decides that it is set in that noises or operations influencing the transmission are generated, a transmission means 8 transmits a control frame, e.g. a simulated communication frame to control the communication.
