PROBLEM TO BE SOLVED: To easily make diagnosis on the performance of an on-vehicle capacitor in a short time, with an electric power system for a vehicle which utilizes energy accumulated in the on-vehicle capacitor. SOLUTION: The charge currents of on-vehicle capacitors 80a and 80b are acquired from the voltage value of a precision resistor 70. Based on the charge current, after a system is started and the initial changes of the voltages of the on-vehicle capacitors 80a and 80b, an electrostatic capacitor or internal resistance of each of the on-vehicle capacitors 80a and 80b is acquired. The performance of the on-vehicle capacitors 80a and 80b is decided, based on the fact whether the electrostatic capacity or internal resistance is within a prescribed tolerable range.
