PROBLEM TO BE SOLVED: To provide an information recording and reproducing system enabling access to a medium even when a fault is present while effectively limiting the access. SOLUTION: In the case of an internal circuit type, a cipher circuit is incorporated in a device. In a net authentication site, the device intrinsic information of the device including the cipher circuit is registered beforehand. A portable recording medium is set to the information recording and reproducing mechanism of the device and the net authentication site is accessed by using a host PC. At the time of obtaining the access right of the net authentication site, the net authentication site reads shared information 'BBBB' recorded in the portable recording medium and collates it with the contents of a data base. When the result of collation is a match, the net authentication site writes the device intrinsic information 'EEEE' to the shared information of the portable recording medium and the read of cipher data in the portable recording medium in the device is enabled.
