PROBLEM TO BE SOLVED: To avoid trouble caused by a failure to turn off a switch, by automatically controlling an operation of a heat generating means. SOLUTION: An outside air temperature is constantly detected by temperature sensors 21 and 22, and a control means 3 automatically controls the operation and stop of the heat generating means 4 in accordance with the results of detection by the temperature sensors 21 and 22.
