PROBLEM TO BE SOLVED: To provide a fuel for a gas turbine, a boiler and plasma melting furnace capable of effectively reducing a harmful substance such as NO<SB>x</SB>, SO<SB>x</SB>or CO in exhaust gas. SOLUTION: The emulsion fuel comprises a mixture of 30 to 50 wt.% water with a surfactant and a fuel. The gas turbine, the boiler and the fuel for plasma melting furnace each use the emulsion fuel.
