<P>PROBLEM TO BE SOLVED: To provide a laser output set-up method of an optical disc recording and reproducing device that records and reproduces signals on a disc with an optical pickup. <P>SOLUTION: When recording test signals on a test area to set up the laser output optimum for a first recording speed, tracking control is made by moving the light beam inner than the beginning position used to record the test signals of the light beam.
