<p><P>PROBLEM TO BE SOLVED: To accurately recognize a vehicle on a particular road and to acquire desired information about the particular road. <P>SOLUTION: When the vehicle passes an ETC base unit of a highway inlet, the ETC base unit informs authentication information to a vehicle information communication server, and the vehicle information communication server stores that the vehicle exists on the highway. The vehicle information communication server observes the vehicle by regularly receiving the positional information from the vehicle on the highway. When the transmission vehicle which enters the highway encounters congestion, the transmission vehicle transmits a message indicating 'Is it a traffic accident ?' to the vehicle information communication server to deliver the message to a preceding vehicle. The vehicle information communication server receives the message, chooses an appropriate vehicle and delivers the message to the vehicle. A reception vehicle receiving the message makes response message indicating 'A track is out of order.' and transmits the response message to the vehicle information communication server.
