PROBLEM TO BE SOLVED: To provide a communication service system which communicates according to the state of a communication party.

SOLUTION: The communication service system controls a communication means instead of a party concerned which tries to communicate by using a communication terminal and is equipped with a terminal state detecting means which detects the state of the communication terminal of a terminating party and a terminal state report means which reports the state of the communication terminal detected by the terminal state detecting means to an originating party side in real time.
