PROBLEM TO BE SOLVED: To provide an image reader which can exhibit a diffusion effect and can surely reduce the unevenness of a light quantity without arranging a plurality of diffusion plates between an exit port of an optical fiber cable and the irradiation surface of a film and a photographic processing device having the same. SOLUTION: The image reader has a line sensor of reading the image of the developed negative film F. The image reader having a halogen lamp 3 for irradiating the negative film F, an optical fiber unit 4 for forming the optical path of the halogen lamp 3, and a film conveyance unit 5 for conveying the photographic film F, in which the end face of the exit port L2 of the optical fiber unit 4 is formed to a rugged form and the photographic processing device having the same.
