<p><P>PROBLEM TO BE SOLVED: To provide an adhesive for applying a floor sheet for a step, exhibiting sufficiently satisfactory operability, adhesiveness, slip-preventing properties and soundproof properties and capable of providing a step structure hardly causing dislocation by using only one kind of a chemical for adhesion without using three kinds of chemicals for the adhesion like a conventional technique when sticking the floor sheet for the step on groundwork, and to provide a method for applying the floor sheet for the step. <P>SOLUTION: This adhesive for applying the floor sheet for the step has 5,000-100,000 mPas viscosity,≥3.5 thixotropic index (TI value) (at 23°C), and≥20 N/25 mm 90°peel strength in normal state regulated by JIS A5536.
