PROBLEM TO BE SOLVED: To provide a semiconducting member excellent in conductive material dispersion, having small electric resistance variations, and having stable electrical resistance. SOLUTION: In the semiconducting member having an elastic layer, or an elastic layer and a coating layer formed on the elastic layer, with a conductive material contained in the elastic layer and/or the coating layer, the conductive material is resin-coated conductive material coated with resin beforehand by spray dry method.
