PROBLEM TO BE SOLVED: To provide an image reader which makes the flaws, graininess, etc., existing on a film easily removable in post process and can still effectively reduce the unevenness of a light quantity by lessening the degradation in the transmitted light quantity of IR rays and effectively transmitting the IR rays and a photographic processing device having the same. SOLUTION: The image reader has a line sensor for reading the image of the developed negative film F. The image reader having a halogen lamp 3 for irradiating the negative film F, an optical fiber unit 4 for forming the optical path of the halogen lamp 3, a negative carrier 5 for conveying the negative film F and a diffusion plate 18 for diffusing the irradiation light to the negative film F from the fiber unit 4, in which the diffusion plate 18 consists of the assemblage of transparent particulates and the photographic processing device having the same.
