PROBLEM TO BE SOLVED: To easily revise the contents of a prescribed multiplexed stream.

SOLUTION: A scheduler 8 controls multiplexing of a multiplexer 8 according to a multiplexing schedule based on arrival time information attached to packets constituting a stream other than a video stream. A multiplexer 9 properly reads packets constituting a video stream stored in a buffer memory 5 and attaches the arrival time information supplied from the scheduler 8 to the packet. The multiplexer 9 multiplexes the packets of streams other than video streams read from a buffer memory 7 on the packets of the video streams read from the buffer memory 5 and supplies resultant MPEG transport streams to an error correction section 10.
