PROBLEM TO BE SOLVED: To provide a technology for imparting a desired electric field behavior to fine particles, and adhering and fixing the fine particles. SOLUTION: The method for regulating a surface potential of the fine particle comprises the step of attracting a polymer compound having a reverse charge to a charge of the fine particle to a surface of the fine particle. The method for adhering the fine particle comprises the steps of attracting the polymer compound having the reverse charge to the charge of the fine particle to the fine particle to the polymer fine particle, and then adhering the polymer-coated fine particle by applying an electric field.
