PROBLEM TO BE SOLVED: To normally and stably operate an optical semiconductor element over a long period of time by deforming a base substance and a frame body when the base substance is screwed on an outside electric circuit board, and preventing optical axes of the optical semiconductor element and an optical fiber from being shifted. SOLUTION: A substantially square metal base substance 1 having screw attaching parts 1b forming through holes 1c on four corners and a substantially square metal frame 2 joined on the upper side main face of the base substance 1 and having through holes 2a on side parts 2A are provided. In the screw attaching part 1b positioned at both the corner parts of the side part 2C opposed to the side part 2A, a center 1c-A of the through hole 1c is positioned at an inside sandwiched by an extension face of an outside face of the side part 2A or the side part 2C and an extension face of an inside face. A base part 1b-A of a protrusion part is provided to be positioned at the side of the center 2BO of the other side part 2B more than the center 1c-A of the through hole 1c on the other side part 2B adjacent to the side part 2A.
