PROBLEM TO BE SOLVED: To simply and easily judge externally the degree of insulation degradation of electric appliances having insulators inside. SOLUTION: To a test sample 1 of electric appliance constituted having insulators inside, a direct current voltage is impressed for an arbitrary time. After removing the impressed voltage, the test sample is discharged by short- circuiting for an arbitrary time and then, the insulation degradation state of the test sample is judged.
