A cell site (Q, Y, W, X, Y, Z) broadcasts neighbour cell broadcast messages containing information on all neighbour cells available to all radio terminals within a cell. In addition to this conventional broadcast, the cell site sends further messages indicating how the communication groups are available in the neighbour cells. Upon receiving this further information, a radio terminal belonging to at least one communication group makes a decision on the selection of a new cell, based on the availability of the communication group if there are two or more candidates for the new cell. By the merits of the present invention, when performing cell re-selection, the radio terminal knows, before selecting the other cell, whether the nominated cell supports the desired group(s) or not, and can thus select a cell where the desired group communication is possible.
