A data distributor (101) distributes interleaved data strings among, and outputs them to, puncturing units (103 to 106), one frame at a time. A puncturing instructing unit (102) references a rate matching table (107) to output information on data to be punctured to the puncturing unit (103), puncturing unit (104), puncturing unit (105), and puncturing unit (106). The puncturing unit (106) judges if only the parity bit is to be punctured according to the regularity of the arrangement of the information bits and the parity bit in each frame and then performs puncturing. This reduces processing necessary for turbo coded data after interleave processing, thus making light-load rate matching possible.
