A hydrogen generating apparatus which comprises a vessel having a hydrogen outlet for activating a material to be treated and at least one active structure in a plate form disposed in the vessel for a material to be treated vertically to the vessel, wherein the active structure in a plate form has particles comprising a simple element selected from the group consisting of silicon, titanium, nickel and samarium or comprising a carbon fluoride being arranged at a position suitable for amplifying an energy of wave nature inherent in each element or a carbon fluoride and having a field between them into which energy is concentrated, and the stay in or the pass through the above field for energy concentration of the material to be treated effects the generation of a gas containing hydrogen. The apparatus is capable of generating hydrogen with reduced energy and with a saved space.
