PROBLEM TO BE SOLVED: To prevent multi-feed of paper by creating contact between a paper feed roller and paper only when the paper feed roller is rotated and reducing impact force when a paper feed cassette is lifted to bring the paper feed roller in contact with paper. SOLUTION: The paper feed roller 5 repeats a rotation and a stop per rotation, and during the rotation, paper 4 on a paper feed cassette baseplate 1 is pressed on the paper feed roller 5, which delivers the paper 4, and a friction pad 8 is pressed on the paper feed roller 5 to separate and deliver the delivered paper 4 sheet by sheet between the paper feed roller 5 and the friction pad 8. During the paper feed roller stop, the baseplate 1 is depressed to separate the paper 4 on the baseplate 1 from the paper feed roller 5, and delivery rollers 11 feed it. While the paper feed roller 5 is stopped, the baseplate 1 is lowered by cams 9, and while the paper feed roller is rotated, the baseplate is lifted by a paper feed spring, and before the baseplate is lifted to press the paper 4 on the paper feed roller 5, cam receivers 3 are brought in contact with elastic members 10, which relieve an impact on the baseplate 1.
