PROBLEM TO BE SOLVED: To provide a raw fabric sheet for a packing material, and a method for manufacturing the raw fabric sheet for the packing material by which the packing material can be manufactured at low manufacturing cost and with well efficiency. SOLUTION: This raw fabric sheet is made in such a manner that the sheet is supplied in turn, and also two streams of cut tapes themselves of the sheet parallelly disposed with a prescribed interval are supplied at a prescribed period in turn while contacting and separating them, after the two streams of cut tapes are stuck in the longitudinal direction on the sheet in turn while made to keep the loci of the two streams of cut tapes due to the contact and separation, the grasping piece of a prescribed shape is formed by cutting in the sheet of an approach portion so that the two streams of cut tapes in the approach portion to which the two streams of the cut tapes themselves are made to approach can be at least cut-off, and a protective sheet together with the grasping piece is stuck to the circumferential sheet of the grasping piece so as to cover the cut-in portion.
