PROBLEM TO BE SOLVED: To enhance the impact resistance of an impact absorbing material and realize the saving of a manufacturing cost, the reduction of weight, the increase in durability and the application of a wide range of use of the impact absorbing material. SOLUTION: This impact absorbing material 10 comprises an expanded resin form 11 as a base material, a reinforcing fiber layer 13 formed of a reinforcing fiber for covering the surface of the expanded resin form 11, and a coating layer 15 formed of the normal temperature-curable resin impregnated with the reinforcing fiber. The expanded resin form 11, the reinforcing fiber layer 13 and the coating layer 15 are integrated into one piece. The expanded resin form 11 is composed of at least one kind selected from among a polystyrene, a polyethylene and a polypropylene, and the reinforcing fiber is composed of at least one kind selected from a vinylon, a polyamide, a polyester and a vinyl chloride.
