PROBLEM TO BE SOLVED: To efficiently perform a proper maintenance processing while keeping security in programs and data. SOLUTION: An in-hall management device 1 collects information concerning the usage situations of cards for lending game media in a hall and transmits them to an external management device 2 at the side of a system manager via a communication line. When the system of the hall is maintained, a portable telephone 3 carried by a maintenance staff at the side of the system manager B is connected to the in-hall management device 1. The portable telephone 3 receives the distribution of a program for maintaining the in-hall management device 1 by communication with the external management device and transfers the maintenance program to the in-hall management device 1.
