PROBLEM TO BE SOLVED: To recover a concrete scrap by separating it into a coarse aggregate and a fine aggregate, wherein the coarse aggregate is used as a tumbling medium thereby the tumbling medium such as a steel rod or a steel ball is not used. SOLUTION: In a 1st tumbler containing a 1st tumbling medium, the concrete scrap is tumbled and separated into the coarse aggregate and mortar, then the coarse aggregate is recovered. The mortar and a 2nd tumbling medium are fed to a 2nd tumbler, wherein the mortar is tumbled with the 2nd tumbling medium and separated into the fine aggregate and cement. Thereby the 2nd tumbling medium, the fine aggregate and the cement are separately obtained. The 2nd tumbling medium is restored to the 2nd tumbler, and the fine aggregate is recovered.
