PROBLEM TO BE SOLVED: To prevent an evaporator from burning without water, while preventing a catalyst from degrading. SOLUTION: In a steam reforming device, hydrogen is taken out by reacting hydrocarbon with steam, a reforming part 2 fed with the reforming gas utilizing natural gas is fed with the steam from the evaporator. A temperature detecting means 8 attached on an output part 33 of the evaporator 3, detects temperature of the output part 33. If the temperature of the output part 33 exceeds predetermined temperature, the system is stopped. COPYRIGHT: (C)2003,JPO
