PROBLEM TO BE SOLVED: To provide a method for lowering the total nitrogen concentration of a solution, wherein the equipment installation area can markedly be reduced, and the reduction reaction of the contained nitrate ions is made possible to effectively convert them into nitrogen and to lower the total nitrogen concentration of the solution, and to provide a catalyst used therefor. SOLUTION: The method for treating nitric nitrogen comprises a step of using an electrolytic cell having an anode and a cathode made from a hydrogen storage material and having a reaction chamber in which the anode serves as a diaphragm, and the side of the cathode opposite to the electrolysis surface is a reaction chamber surface; pouring an acidic nitric-nitrogen-containing solution into the reaction chamber; and electrolyzing it in the cell to continuously reduce the nitric nitrogen in the solution with the atomic hydrogen generated by the electrolysis on the cathode, and permeated into the reaction chamber to lower the total nitrogen concentration in the solution.
