PROBLEM TO BE SOLVED: To provide a paper feeder that can suppress occurrence of noise from a drive source even when a load applied to the drive source by a damping means varies, and an image forming device having the same. SOLUTION: For a lift of a sheet loading member, after the sheet loading member is lifted to a given position to escape from the application of damping force to the sheet loading member by the damping means 205, a control part 301 controls or reduces driving force by the drive source 203 for a lifting means 202 and 204, so that even when a load applied to the drive source 203 by the damping means 205 varies, noise from the drive source 203 can be suppressed.
