PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a rotary brush for a roll toothbrush in which a brush density of the rotary brush 11 is uniform, a mass production is enabled and a cost can be reduced and which has excellent removal of a plaque and massage effect of a tooth neck. SOLUTION: The method for manufacturing the rotary brush for the roll toothbrush comprises the steps of externally projecting a predetermined amount of a strand group 1 obtained by gathering many strands 1a each made of a resin in a bundle-like state from an insertion hole 2a provided at a pedestal 2, inserting a cone 4 to a center of the group 1 at a projecting distal end side, radially pushing to open the group 1, annularly welding the central part of the group 1 in a state in which the opened group 1 is fixed to the pedestal 2, cutting the inside of the welded part, thereby forming a sheet-like brush single unit 8 in which many brush hairs (strands) 82 are projected toward a radial outward direction, inserting an axial center pipe 9 into a hub 81 of the brush single unit 8 to hold the pipe 9, externally taking out the single unit 8 together with the pipe 9 from the pedestal 2, an thereby forming the rotary brush 11.
