PROBLEM TO BE SOLVED: To provide a polyester resin composition having various performances such as a productivity, an electric insulation, a thermal resistance, and to provide a film. SOLUTION: The polyester is composed of particles containing at least two kinds of elements selected from typical elements belonging to the IV or V period in the periodic table of elements. When the particles are added to the polyester to form the polyester resin composition, R and R0 satisfy the relation: R/R0≥1.1 (wherein R0 is a relative dielectric constant of the polyester before the particles are added and R is the relative dielectric constant of the polyester after the particles are added).
