<p><P>PROBLEM TO BE SOLVED: To recognize the electric energy to be supplied. <P>SOLUTION: A regulator 5 makes the electric energy converted by a solar panel 4 a constant-voltage, and supplies the same to a charging/discharging circuit 8 through an external power supply interface 6.
