PROBLEM TO BE SOLVED: To prevent a cover from opening when a handle is in an uprising posture with simple constitution. SOLUTION: The handle 5 which rotationally moves between the uprising posture and a horizontal posture, the cover 6 which is pivotally supported 60 at one end and opens and closes, a lock mechanism for holding the cover 6 in the closing posture and a button piece 3 which is operated to unlock the cover 6 in opening the cover 6 are disposed on a cabinet 1. The cabinet 1 is internally disposed with a changeover lever 40 for holding the locking state of the cover 6 by regulating the operation of the button piece 3 during the uprising posture of the handle 5. The changeover lever 40 has a receiving piece 41 facing the lower side of he button piece 3 and a second projecting piece 43 verging the neighborhood of the pivotal supporting part 52 of the handle 5. The changeover lever 40 rotationally moves between a first position where the receiving piece 41 deviates from the lower side of the button piece 3 and a second position where the receiving piece 41 faces the lower side of the button piece 3 and prevents the push-in action of the button piece 3 in the uprising posture of the handle 5.
