PROBLEM TO BE SOLVED: To surely transmit data when an access point does not exist in neighborhood. SOLUTION: Terminals from 1-1 to 1-5 constitute a radio network wherein radio communication is performed mutually, via units from 2-1 to 2-5. When a BSS beacon is detected, a unit 2 is operated as a subordinate terminal of the access point. In the unit 2, whether an IBSS beacon is detected is decided when the BSS beacon is not detected, and whether QoS information is detected is decided when the IBSS beacon is detected. When the QoS information is detected, the unit 2 is operated as a subordinate terminal of the other unit 2 as a control terminal. When the QoS information is not detected, the unit 2 is operated as the control terminal. At this time, the unit 2 transmits the IBSS beacon to the radio network together with the QoS information.
